I have a few myself but I'm pretty sure they need a lot more work.

Especially since my sporking spirit's died a bit over four years (time flies, wow).
Had ideas for stuff like possible in-universe reasons for not doing things like using reality warping to just blip away the Suvians from arguably fitting canons, or not advancing tech so much more to make things incredibly easy, or not resurrecting dead agents despite so many in-universe complaints about understaffing, or not taking more advantage of the fact that they have access to tech and magic and such from just about every fictional world ever made. Granted, somebody else likely has handled this topic in the past, but I'm sure they're nothing wrong with another spin on it (if I ever get beyond the 'what if' stage of my drafting process haha)
You can kind of see a hint of this in Rest Well, but I kinda floated about the idea that there are unchanging Narrative Laws that may or may not take physical form sometimes and take action when their concepts are disrespected. Nothing concrete, of course, but it was a fun little one-off Interlude.

An idea I'm not sure I totally like . . . by

I've had the idea that, in the earliest days of HQ, when there were fewer agents, and maybe less available/reliable disguise technology, maybe HQ had a tailor? Obviously, a lot of missions require a species change, but for an agent team that focused on a small number of continua, and who were already of a correct species, maybe having a costume set for each agent would allow for blending in across multiple missions, without needing to use (and wear out) technology? I know it's purely speculative, since nowadays the disguise generator and DORKs are more standard, but it might be a fun detail for anyone who fills in more details from the Lofty Skies era. (And consider this permission for anyone doing so to use the concept, if they like.)
My personal vision was that the tailor's room was run by a very large man (because the little old lady who first popped into my head felt too much a dull stereotype), assisted by three non-speaking Neverland fairies. I won't hold anyone using the concept to this, though; if nothing else, the tailor likely needs a weekend, so there's presumably space for at least one other tailor to occupy the role, as well!

This feels like something that could fit in the TCDA, too. by

I mean, who doesn't want a quirky steampunk tailor? He could have mechanical arms that do needlework and stuff. {= D

I'm sorry, what are you asking? by

Are you talking about PPC characters that aren't agents? Are you talking about non-PPC writing? I'm just not sure what you mean. Also, I would give a bit more detail when starting a thread.

I'd like to get around to expanding on hS' One Stop Plot Shop idea sometime soon. The potential is there, and investigating what the in-universe PPC does with goodfic just interests me.
