The quotes in question are “Legolas already lay motionless, his fair hands folded upon his breast, his eyes un-closed, blending living night and deep dream, as is the way with Elves.” and “and he could sleep, if sleep it could be called by Men, resting his mind in the strange paths of elvish dreams, even as he walked open-eyed in the light of this world.” Which implies that Elves sleep like... is it sharks that sleep with half their brain at once? Whatever: than an elf "sleeps" while still remaining aware of the world around them.

Except that is manifestly not always true. The first example that pops into my head is Luthien, who slept through Beren running off to Angband; and then Amrod-or-Amras, who slept through an entire boat being set on fire around him (not an easy task!). So I would say the most likely answer is that they can enter a "waking sleep" - but they can also just... sleep, though their dreams may be different from those of mortals.

Looking at the snippet, it could actually be describing either kind of sleep anyway; he could just have been "blending living night and deep dream" and had to shift his full attention back to the waking world when the El-twins began jumping on the ceiling. It's cute, though; Dad!Maglor doesn't show up very often in fic.
