I've reworded the beginning of the document, and added Omri to the staff.
Unless anyone has a better idea, I made Janelle native to a Burn Notice badfic.

Getting this center fleshed out will be useful, to reduce the number of "portal to an off-screen OFU that we don't know really exists" scene that so many missions feature.
I like the set of characters you've developed here. They each have a reasonable reason for wanting to work with minis, but it's a variety of reasons across the board, which gives each staff member the opportunity to have their own personality rather than be interchangeable, generic staff. I especially like that you've involved World One and New Caledonia in Rhonda's backstory, especially since it's in a way that continues to affect her. It will be good to see New Cal get a bit of screen time now and then. (And good research job, giving Dr. Beaufils a French name.)
Also, we do have one existing character already shown to work in the MAC: Omri Stone. I'm not surprised you didn't know about him, because even though I knew he existed, I couldn't remember his name, and it took me about five straight minutes of searching around the wiki to get to his page.
Anyway, neither of his appearances cast him as being in charge of the operation, so I don't think there's any harm to keep your co-administrators co-administrators, and let Omri be regular staff. (We can certainly ask Miah, Omri's creator and only writer to-date, just in case. We'll have to catch her in the chat sometime.) (And look! That first link on Omri's page mentions other agents working in the background. Your new characters already have appearances! WOOOO!)
A few very minor nitpicks in the text itself. Sacor's section refers to this as creation of a new department, but it should just be a division of the Department of Operations.
Also, more of a subjective thing, but we know where all your characters come from, except for Janelle. I know she last saw her original canon as a five-year-old, so it probably wouldn't affect her character very much, but it would still be nice to know which corner of the multiverse she's from.
So all-in-all, good, practical world-building, with some excellent character design to boot. Good show!
(Now someone with Microsoft Publisher skills and free time, make a couple of those pamphlets mentioned in Sacor's section!)
