I put Kelly with a generic agent that may or may not shine once I start working with her. I've gone through I think nine prompts sofar and I'm not happy with the results. Kelly's getting so pissed that she's breaking the fourth wall to complain, and I don't want her to be that meta.
I had trouble with the dice randomization and a bit of choice paralysis, so I cut up the prompts and put them individually into a hat. Unpairing the prompts might have sabotaged me.

Is there a keyword for the wiki that will give me a list of recruited but unclaimed characters? Maybe being handed their history would help.

I have messed with the concept that Kelly keeps getting partnered with joke characters that either have no business being in the PPC at all, or they clash so much with Kelly that they're not going to last as her partner.
I've got two potential missions picked where I think she'll probably solo them anyway.

Have her be off by herself, away from an unidentified partner. That skirts around the problem and lets you explore a potentially interesting situation.
Also: the prompts were never really intended to be used as canon material. Your agent should be in character, but there is no reason whatsoever you have to work the prompts into your canon.
