This seems related to a "war on Christmas" where people would say "Happy Holidays" and people would get offended. But this is the positive side, where a Christmas practitioner is very easy-going about the affair.
I suppose he has heard of "Christmas Special" out of context?
Basically, Za'kiir's from a universe where there's no Christmas. He seems confused to me, not hostile.
Also, a question to Silenthunder: where'd Za'kiir's dovahzul come from? Did I miss something?

And Des is right - Christmas is not celebrated in any of the Elder Scrolls games. I checked. There are very few holidays, actually. It's sad. :(
