That's my question. I've checked the wiki about it already, but it doesn't say anything about this matter. Could someone please enlighten me on this matter?
Read missions rather than the Wiki. The Wiki is there as a reference guide, not to replace the source material.
Read some missions, see what you think works.

Long charge lists are boring to read through. Too-short charge lists miss on important stuff. I'd say shorter is better than longer. For example:
“Nova, I charge you with genocide, murder, grand hypocrisy, terrorism, trivialization of trauma and the previous crimes, banalisation of mass murder, and disgracing the name Takamachi Nanoha. The sentence is death.”This works, and any additional word will take from the effect.
...of sometimes listing charges that are in the badfic but were not mentioned by the agents before. Makes for a more diverse list and less of a risk of redundancy.
