Although one thing I can say for certain: your chargelist should not take up more than half of a Google Docs page. If it's that long, consider cutting some out of the list.

As for when you should go for the execution? That depends on your decision and the story being missioned. Some fics are too short for it to be worth going in early. Others are so mind-bendingly long that you're better off finding an early cutoff point. Still other fics, you take it down before it goes into territory that you REALLY don't want to deal with.

Long charge lists are boring to read through. Too-short charge lists miss on important stuff. I'd say shorter is better than longer. For example:

“Nova, I charge you with genocide, murder, grand hypocrisy, terrorism, trivialization of trauma and the previous crimes, banalisation of mass murder, and disgracing the name Takamachi Nanoha. The sentence is death.”

This works, and any additional word will take from the effect.

Or, to put it in more practical terms, however many you need to make an entertaining story.
