Do we have an in universe reason why agents were ent into a fancomic? Is it new PPC policy or have they always done it? And is it still a "Word World"
A Word World is a world created by somebody who told a story; at least that's how I see it. It doesn't matter whether the creator told the story verbatim to an audience, wrote it down, or used visual media to tell the story in (moving) images. So, yes, comics and movies are Word Worlds, even if they don't have a single word of dialogue in them.

With how most if not all images in the comic are traced or real life images pasted into the comic I'd say the words are the only thing really original thing about it.
I'd say the comic had to rely heavily on the words and not images like this: http://howibecameyours-rehost.tumblr.com/post/76320656337 to be considered good.

...it's badly written as well as badly drawn, so it's probably at least partially a Word World in literal definition of the term. Beyond that: I think the bad drawing could either be taken as description or as part of the Word World--and in the second case, could potentially be cause for a new term--'Comic World', maybe, though that could get confusing if the canon is also a comic. Maybe 'Art World'? 'Art+Word World'?
...it may be simpler to either count it as a sort of visual description--which feels slightly inaccurate to me--or to say nobody's ever bothered giving it a special name, or take 'Word World' as an umbrella term with the intention of clarity and simplicity. Word World has been around long enough that it means something beyond its literal meaning, in my opinion; I think of it more as a term than a description, and I seriously expect my agents would as well. The literal meaning is there, but it's not the first thing I see--I see 'the words that form the story which have influence over the agents and characters and sometimes manifest really strangely', not 'world [made of] words'.
That's my take on it, anyway, which was fun to think about :) Now, back to essay-writing...
