This is... weird. It's basically Moody in item form, with one stat being raised and one stat being lowered at the start of every turn. This can be good, especially on stall teams. On Chesnaught it can work as well, especially given its bulk. Try a Physically Defensive set with Substitute, Drain Punch, Leech Seed, and Spiky Shield. =]
