My understanding is that breeding for Pokemon is usually to try and get the natures, abilities and whatever that you want. You can see those as soon as they come out of the egg; then you just trade away the ones that come out with the wrong combinations.

He was 'worthless' to the competitive trainer, because he didn't match what was needed. That doesn't mean he was ruthlessly abused or whatever - just shoved straight in a ball and sold on for pennies.
