I think that this Sue assassination method should be restricted to God-Mode Sues and the absolute grossest Sues (i.e. Big Mac from Sweet Apple Massacre). Due to it's instant Toon-dissolving effect, Dip is only useful against animated and anime Sues.
The Dip works by using a mixture of chemicals that dissolve ink, specifically Acetone, Turpentine, and Benzene, all of which can be used to strip paint. That's all well and good within its home verse because Toons are still make of ink. However, other animated characters are made of flesh and blood within their home verse, which PPC agents enter. Hence the Sue would be made of flesh and blood, and The Dip will have no effect. Of course, this is just my own interpretation.
It might only work in its home verse; so when agents try drenching a 'toon Sue in the stuff, it just gets angry and tries to chase them down.
Of course, then an agent figures out why it doesn't work, dials up a portal, drops the Sue through, and watches in satisfaction as the Sue melts.
Switching universes does not change the physiology of a character. There is also the matter of surviving being noticed by the Sue. Anything stronger than a twilight vampire will get world one agents killed almost immediately.
Or on not-so-original OCs. Since they are (re-colored) copies of an animated character, they should be made of ink. So, take the Suvian to a Reality Room and apply the Dip there.

You actually found a logical explanation. Skarm, if you're reading, The Big Mac replacement of Sweet Apple Massacre should be the first to die with this method.
Obvious flaws in this cunning plan:
1) Digital animation – no ink involved.
2) People made of ink don’t exist in Real Life; they shouldn’t be able to survive a Reality Room – no Dip necessary.
3) That’s not how Reality Rooms work. (RemnantShadow is right: unless their canon says otherwise, fictional characters are supposed to be made of flesh and blood, and the Reality Room doesn't change that.)
