If, hypothetically, I were to write a mission that involved a fanfic set in the 'Star Trek' universe and Data was OOC.

... That Data already has some experience with manipulating the brain via the optic nerve. It's entirely possible that, not only would he be immune to a neuralyser, but he might recognize its function!

Here are a couple of things I came up with in the last few minutes:
1) It isn't Data, it's Lore. Or B-4. Or one of his other siblings (he has at least five brothers). Deal with them accordingly.
2) Computer Virus causing the OOC behavior. Get him to DoSAT so they can get that fixed.
3) Have you tried turning him off and back on again?

Depends on how OOC we're talking, exactly, but if there isn't a particularly heinous canon break and/or he doesn't need an exorcism (whether that works on him is another interesting question), I'd say that run-of-the-mill OOCness can be taken care of by a canon-snapback.
