It was more than a decade ago, but I can't think of any other way I might have found it.
I stumbled across Laburnum’s MST of Martin’s First Time when I was in seventh grade and freaked out because I was on a school iPad. Then I found the wiki last year after I read OFUR and have been lurking around ever since.
The mission in question was "Your Unhappy Elladan" feat. Agents Mara and Isaiah and, since I knew more about LotR than she did, she thought I'd enjoy it and then promptly forgot about it all. I, on the other hand, did not. One thing led to another and I fell down the rabbit hole, dragging Umbre in after me.
found Iximaz's "Retribution". Loved it. . . . But that isn't how I discovered the PPC :P I think it was via TVTropes, like many of us.
I was going through that morbid phase where I'd find something bad and read it just for the laughs. Somehow, my digging for LOTR badfic brought me to Clbr*an, and then the PPC article on it. I liked the website design and the humour, so I kept digging. Here I am now, I guess.
I... don't remember exactly how I got to the PPC page, but I found it eventually. Then I read the Original Series and a bunch of different writers' missions (I think Ix's, Skar's and Voyd's were the first ones) and decided I might as well try my hand at turning brain scribbles into words. So I did, now I'm here, nice to meet ya.
Specifically through the Hunters section of the House of Professions in the Pantheon. It sounded interesting, I read the work page, I searched up more about it, and found a still-active community while trying to find out where to actually read what I assumed to be a single work.
... I did an FF.N search for LotR fics with 'Mary Sue' in the summary.
Struggle a bit more to remember how I found the board, but I have an idea it was via Miss Cam, some point after FF.N had purged the series from their archives.
I discovered it many, many years ago, but I faintly remember it was something about legolas by laura.
I just kind of stumbled upon the page while wiki-walking and plowed through the Original Series in about a day. Spent some time daydreaming about what it would be like to be an agent, went back to the TVT page, and realised the community was still active! So of course I immediately had to come and introduce myself... and made a fool of myself in the process. :P
1 year and a few months ago, during Thanksgiving break, I decided to look up fanfic and... quickly got addicted to reading fanfic, even the bad ones. One of the days before December, I decided to look up mpreg fanfic.
Not the best moment in my life. Found several (SFW) terribly written ones, but, through my endless scrolling, I found a wiki article on mpreg. Said article was on a wiki called the "PPC Wiki." After some research, I said, "This looks fun!" and joined.
It was more than a decade ago, but I can't think of any other way I might have found it.
I was just looking for some mega-crossover settings, and that led to Sue hunters, and that led to the PPC.
but I don't quite recall. it's been over a decade ...
I misspelled an LOTR character in a fanfic, and someone told me about mini-Balrog... this was back in the day when Miss Cam's site was still around, and I guess linked from her profile?
Fast-forward a few months, and I've adopted the mini, read the entire PPC multiple times, written a story with fairly strong similarities, and been invited to the Board on the back of it.
And I've never left since. :)

Different path, though. I found OFUM on my own, I think, and I was very confused about this "PPC" thing that kept coming up. What the heck was it? I joined the old Yahoo! Groups mailing list (remember those?) for OFUM and asked around, and the kind folks there pointed me in the right direction.
Going back a bit further, I found Fanfiction.net in the first place thanks to people on a Farscape fansite that was my home before the PPC Board. The atmosphere on the PPC Board was similar to the atmosphere there—friendly, fun, and just a bit odd—and that's why I stayed. {= )
