Bear in mind that it would need to be a single cohesive story that nonetheless makes use of both prompts fully and gives roughly equal treatment to both agents (assuming you're writing two). It's a different sort of challenge that way. It should also still be concise; roughly 2k words at most, I'd guess.

The main point of the prompts is to make sure that prospective PPC writers can, well, write for the PPC setting. As long as it combines the two prompts (preferably in a way that it doesn't feel like two stories mashed together, I would say), I think it's a fine idea.
I mean, the main reason for the prompts was because people said they didn't know where to start with the writing part of the Permission process; if two prompts sparked off an idea, I'd be very interested to see the result.
