Well, yes, but what I meant was that in broader terms Oktavia could potentially have netted him exponentially more grief from innumerable Puella Magi than he could possibly have gotten from just one, if Kyouko and Homura hadn't beat her up before she could eat anyone and bud off familiars.

Alternately, there's a theory that he wanted Sayaka out of the way in order to decrease the number of people available to fight Walpurgisnacht, in which case he was just being himself and not mentioning important details like, "I can clear that thing up for you, y'know." This way, he got rid of two of the remaining three Puella Magi in the area in one stroke by misleading Kyouko into thinking it was possible to save Sayaka.

Alternately alternately, maybe he's familiar enough with Puella Magi who decide they want to be heroes of justice that he figures it's not worth trying to string her along, because she'll probably just get herself killed if she continues and her witchification is more profitable to him than her death.

Alternately alternately alternately, whoever writes the manga is not Gen Urobochi, and the two of them have different ideas about how it should work. ;)
