Unfortunately, "First Encounter" has already been sporked by Bryn and Maslab (who really need to get around to putting it on the killed fic list...it has been two years now). You can read the mission here
Other than that, it is fine to claim a fic before you have permission. Just try not to go overboard with it. It takes a lot of work to write a mission, and even the most ancient of us don't get around to sporking all the fics we would like to. -
