It's awesome that someone is interested in him! Sure, adopt away. The only thing I ask is that if you decide to not use him for whatever reason that you let everyone know that he is back up for adoption.
I'd like to adopt an agent - specifically, the "Adoptable NPC" David (http://ppc.wikia.com/index.php?title=David). Can I do that even if I don't have Permission yet? Or can I claim him for when I do, or something of that sort?
(He was recruited in one of Miah's stories, so I think she's the one to ask...)
