That's something that concerns me, too - since I'm not exactly a forums/board post type of person and enjoy direct communication (i.e. IRC) more, and I've been here for almost two months now.
So what exactly defines "participation" in this community? Just asking out of curiosity.
I'm officially asking for permission.

I've read alot of the missions other PPCers have written and I feel confident enough in my knowledge of the PPC and how it works to start writing my own missions.
...chiefly, that you have to wait a month before you can ask for Permission. Knowing how the things work doesn't really mean that much if we don't know who you are, so to speak. We have that month so the people here can get to know you.
Unless a month really has passed since you first came into the fold, in which case, I don't know how to keep up with things.
The month-long thing is just a general idea. For example, Gaijinguy got permission after only being here only a few weeks. So it really just comes down to whether or not any PGs feel like SS's been around long enough for them to give permission.
And how interactive one is. For instance, doing a simple name search of the front page now, I see six instances of ShatteredSanity's name - two in this thread, and two in each of two other threads, both of which SS started. I don't see any other interaction on this page at all, so if
I were being your PG, SS - and I'm not, sorry, I just don't have the time - I'd ask you to wait a week or so and intereact a bit more so we can get to know you a tad better.
ShatteredSanity has actually been very active in the IRC, although yes, they have been here less than a month.
Sorry, somehow I always forget about the IRC. Though I do think it'd be good if newbies could try to be active on both for a little while, I doubt that's going to happen. Hm. It's a difficult little problem.

If my own permission is any indication, as long as there's a PG who think's you've been active enough that folks have gotten to know you, you're good. I'd rarely visited the board, but I was active on the IRC pretty much every day when I got permission. (Not that I'm less active on IRC, I'm just slightly more active on the board.)
We had a big survey awhile back asking that very question - it was never answered - barely addressed really.
