The strange-character post has a different IP address from this one and the ones on the Permission request. The posts, collectively, contain: exotic (and highly obscure) characters, a random image and HTML tags (the blinking). Whatever posted these has both created new threads and replied to existing ones.

Most likely conclusion: a spam posting bot on a test run. The spammer runs a test program to see what the bot can do on the Board, that it can change proxies and that said proxy IPs are not blocked. Once that's assured the spammer can set up a spamming run and fire away. Probably best that a Board admin does block those two IPs.

I do believe this... thing did the same sort of thing on someone's permission thread. They might have also been the one who made that really weird post with the weird symbols and the like. It could be very stupid trolling? ;]

If human, I cannot discern motive/goal. If bot, I cannot discern what it's trying to sell.
