Basically, if you want to write something that will be part of PPC canon - a mission or interlude featuring Agents/Flowers/etc. - you will need permission for that. MSTs and artwork you don't need permission for, as they aren't really part of PPC canon (unless you're drawing other people's creations, in which case I'd ask their specific permission first).

Does that mean that, even though PitViperofDoom herself gave me permission to write about her agents, I overstepped my bounds when I wrote my Halloween interlude? I did state in the disclaimer that the interlude shouldn't be considered PPC canon, but still...

It's not PPC canon, it'll affect nothing in the main timeline, and it was specifically agreed-upon by the pair of you as a cracky interlude. If anyone had issues with it re: Permission, they'd have brought it up. You're okay. :)
