Would I need permission to write a fic that dosn't actually take place in someone elses fic? i.e in an infrastructure department?

"Mission" is often used as a catch-all for all PPC stories, whether they actually involve a badfic or not. So, "mission" here is interpreted to mean anything that adds to the PPC canon, which does need Permission.
