As the others have said, Pads is inactive because - in her own-ish words, her 'writing brain is fried'. She'll probably be back whenever she gets inspiration again. But given that she's marked as inactive and has written a LOT more missions in the past year than I have, there's really no measure of it.
Generally speaking, if someone hasn't been seen on any of our community sites nor has posted in a mission in the past year, I'd consider them in active, but there's nothing to say that any or all of them won't pop back in tomorrow.

Pads is inactive because she said so. If she ever gets around to writing again, I'm sure she'll say she's active, until then, no.
It's hard to say if anyone is active or inactive because people come back after long periods of time or have missions ready when they pop back up.
Only way you can really decide is by someone saying so or coming to your own conclusions.

But I do know that Pads was the one who put the note that she is no longer active, so in this case it was her call.
