I was looking at the Unclaimed Badfic page on the Wiki, and saw that there's a series of The Great Mouse Detective badfics. Would it be possible to pre-claim those fics, given that I don't have permission yet? The Great Mouse Detective is one of my most favorite Disney movies of all time, and I'd greatly relish slaying the 'Sue that dares to mess with it. I'm not asking for Permission to begin writing; I just want to know if I can reserve the right to claim these 'fics.

You are allowed to claim before getting permission, just can't publish PPC stuff before getting permission.
It is highly suggested you read everything you can get your hands on PPC-wise before asking for permission or writing anything so you have a good idea of what's been done before and what hasn't and so on.
Of course, you can't read everything, but it's fun. -

Oh, I wasn't really waiting. I just saw that there was a whole sharding series of badfic in the Great Mouse Detective fandom, and got a little po'ed. You do not mess with my childhood like that.
