- Despite the fact that HQ is connected to a bunch of other continua, it is a continuum itself and can be changed. I think Neshomeh might've mentioned Fanfiction Land and the Creativity Shield, which are the current solutions to the problem--a way to deflect any changes before they can cause problems.
Bad Things can happen when PPC badfic gets around the shield. Case in point:

5. Yes, but they'd have to get around existing protection first. (I don't think it's nasty, incidentally. Plenty of writers have killed off their Agents. It gives the surviving partner plenty of reason to get homicidal, which is always fun.)
6. I think it's possible to resurrect an Agent. However, the PPC exists to protect the continua, not to keep its Agents either alive or sane. I've not yet found the reason; so I'll speculate:
Resurrecting people willy-nilly tends to tempt the laws of Plot in general; and before you know it, you end up with a zombie/vampire/whatnot apocalypse. Resurrecting canon characters doesn't cause that problem because when they return to their home continua, their home canon takes hold of them and they behave as though they were never resurrected. With Agents, though, you the run the risk of something going Horribly Wrong. Most likely, they simply don't want to run the risk. Legal probably enforces it.
Even if it went perfectly all of the time, with enough badfic exposure, Agents who lived long enough would inevitably go insane, and I don't think anybody wants an HQ full of homicidally insane immortal Agents.
The average Agent lasts maybe a year or two. That's about it. After that, anybody who hasn't managed to get just insane enough to deal with it, without going outright flamethrower-crazy, is either dead, insane, or retired.
This is probably part of why PPC agents get so snarky and cynical after a while. It's self-defense. Ever watched M*A*S*H? It's like that--lots of humor helps to deal with the crazy.
