A quick google search of a few of the lines of this poem suggests that this is apparently a quote from Mother Teresa of Calcutta.

...does it need a set tune? Maybe it'd be like the Hogwarts school song. Every Agent and every Department is so different, maybe everyone just gives it the tune they like and sings it how it feels best to them.

That's beautiful. And I think it fits the PPC incredibly well.
The idea with the anthem is a good one, too. But what kind of music fits this?

Just goes to show that not all "great poetry" has to be complicated and wrapped in layers and layers of hidden meanings. I think that's great poetry. I just wish I could tell whoever wrote it.
