Because there's a penguin Time Lord involved.
Well, no, just a penguin named after a Time Lord (and Dalek, and Davros), but you know what I mean.
Aren't they adorable?
Now I'm imagining the Doctor penguin meeting the Penguins of Madagascar. It is amusing to say the least.

I may not be wrong in assuming it went a bit like this:
"Aw, look, an adorable flightless bird has just been born into the world, Simmons!"
"Indeed, Rodgers. Now, what would the most appropriate name be for this newborn creature that we have brought into the view of the British public?"
"Are you thinking what I'm thinking, Rodgers?"
"Possibly. Let's say it at the same time."
"DALEK!"
"Oh, Rodgers, it appears that great zookeepers do think alike."
"We are such incredible people."
"Indeed, Rodgers."
They're giant moving pepperpots with plungers and whisks for arms, after all.
I think that mentality is the sole reason why Omicron gets the best lines. I should be exterminated.
