Oh, I remember well the days when I would roam Neopets, seeking out bad RPs in the forums and killing off all the despies in creative and often covtroversial ways. My fellow "Annoyers" and I would have such fun--meeting in various headquarters, disguising ourselves...I even set up a school to train recruits.
It was magical...
I can't be sure if any of you know what I'm talking about, but the PPC reminds me so much of that experience; it fills me with nostalgia. Of course, the whole Annoyer era was short lived, as most of us became too violent and were kicked off.
Anyway, I stumbled across the PPC, read some Missions, laughed until my eyebrows fell off and I cried blood, and decided "I'm going to join this thing."
Unfortunately, the PPC Board constitution link is broken, but I read the summary on the PPC wiki.

First off is the link to the Wiki, a veritable fount of information for a newbie to read through. Especially helpful for you if you want to write missions would be the page on Permission (note the capital P).
I would advise against reading any Legendary Badfic, unless you are of strong mind and stomach. Even the summaries have been known to give those of weaker constitution nightmares.
For your reading pleasure, not knowing what you have already managed to find, I have several links for you. The Original Series (not to be confused with Star Trek) is a good place to start, as the PPC did many aeons ago. What do you mean I'm exaggerating? The Department of Geographical Aberrations is another interesting place to visit, if you have the time and inclination. Also by hS is the Tangled Webs site, which contains backstory for the PPC as an organisation. If you would rather visit the Floaters, then July's site is the place you need to be. And last, but most definitely not least, Response Centre 45 is where Trojie and Pads' missions are archived.

On Tangled Webs, in the Saga, Origins and Lofty Skies don't seem to have any story. Origins has a picture and Lofty Skies is a poem.
Is that intentional? I'm kind of disappointed, I really wanted to read about how it all began.
Specifically, the time it takes to write these things. I've spent a couple of years on Crashing Down, which is now a chapter or so away from completion. Origins is next on the list, so Lofty Skies is a long way from being anything other than Nyx's poem.

He's been busy with other stuff, and has yet to get to those things, far as I know, so he'll get to those when he can. I can't speak for him, since I'm not him (though that'd be pretty weird if I were; bizzaro!hS?), but that's how I seem to remember it. They don't have a story, because they're not started. I know there was a short story on Origins before, but I'm not sure where it is.
Tangled Webs is hS' baby, so he might be better able to answer your question when he comes online once again.
