1 People who become closer friends tend to chat on IMs as they wish just like other groups; there are some general ones for PPCers, like the Lounge, but I don't know how often they're used.
#2 I don't, sorry, but there's probably someone who will.
#3 As the others have said, length means nothing. Mission priority is usually determined by how much the Flowers want to torture us.
#4 Generally Departments are for content (Sues, slash, et cetera) while Divisions are for particular continumns, but if your agent(s) specialise in those fandoms, then you'll get those missions.

3) sprokableness depends not on the number of chapters or the word count. Though, the longer a fic the more charges you are likely to find.
Personally, I'd like a fic to have a little bit of length at least 4-5 chapters or 5k words. But that's because I'd like to find possibilities of good plot in fic and 800 word thingies rarely have enough meat to them to be able to say: bad execution, but there is a good idea behind this.

3) Number of chapters is not a deciding factor on whether a fic should be sporked - I've sporked fics of over thirty chapters, I've sporked one-shots. I've sporked things with less than a thousand words, on occasion. Length =/= sporkableness :)
4) I believe there is a Video Gaming Division in the Department of Mary Sues, and probably an equivalent in the Floaters if you have bad slash, bad het or crossovers in video-game continua.
