What is official policy on charges?

They must always be read in the event of a Mary Sue, but what about other cases? When Jay and Acacia got shifted to the DoIC, they didn't read out chargelists. When should and shouldn't charges be read out?

we generally record the charges, and they determine what we exorcise the Authorwraith in the name of; for example, you would banish things like PWP or paedophilia or illogic or inaccurate anatomy ...

whenever there's someone to hear the charges, the charges should be read out. Be it a Mary Sue, or Author Wraith or what have you. I could be wrong though.
