Who deals with a fic where there are no non-bit part OCs, and it's not a crossover or bad slash, but all the canon characters are horrifically OOC?

I'd say Floaters is your best bet. That's if you can't find some other small thing to place it under another department. Bad Het, et cetera. (The one I was thinking about would probably be Bad Het.)

Something very general, perhaps to which everything else is sort of a sub-set?
Or floaters. Floaters tend to go by continuum rather than subject, so they're always an option. -

If there's any romance at all and it's not slash, it could still fall into the Department of Bad Het. Then there's the Department of Technical Errors if it's full of spelling mistakes. Do we have a Department of Characterisation, or something along those lines? When in doubt, call on the Floaters.

The DCPS (Department of Character Protective Services) assigns agents to individual canon characters. The DOOCH (Department of Out-of-Character Hobbits) deals with cases involving hobbits in general. It's run by the Authoritative Elanor (I think), wears green uniforms, and is tacitly ignored by the rest of HQ. The staff include the infamous Yellow Roses, which explains a lot. :P

I think it depends on your interpretation. If the characters are so OOC that they may have been replaced by other people, and these other people seem Mary Sues (or at least one of them), then the DMS could still handle it. It's a case of character replacement. Look for plotholes where the canons may be hiding and then charge and kill the Sues.
Oh, and floaters seem to handle pretty much anything. -

I am aware. I'm asking that if Kyuubi was in fact replaced, how on earth would the Agents manage to take out the Sue replacement of a raw embodiment of chakra and malevolence?

And probably, if there isn't a method in-canon, by importing something useful from out of canon and throwing logic at it. For instance: imprison said replacement in a stasis field, which stops time from passing inside it. Throw into the nearest black hole. Return to HQ for cookies and whatever.
And that's just off the top of my head.

I suppose the original could be found and let the two of them duke it out, as the replacement, if we decide it is a replacement, has been stated to be theoretically able to die whereas the original is canonically immortal. That might involve unacceptable amounts of collateral though.

Wouldn't it be restored when canon snaps back-canons are unable to die before their appointed time despite anything up to and beyond decapitation and boiling-? I ask because using an MDD device from the Enderverse might be interesting...

But remember Jay and Acacia had to move some things back to their right places -- usually in crossovers, to be sure. In various spinoffs it's been established that particularly massive damage to canon doesn't snap back as easily, so needs containing and repairing by the PPC.
Besides, blowing up a planet just to deal with a 'Sue is so uncivilised. Lacks style.
