Stus and Sues aren't always consistent, or even bright. Maybe "erase them from existence with an eyeblink" isn't even something the Stu thinks of doing at first and instead just runs? Then the threat's still there, but he doesn't really act on it until it's too late.
If he is allowed any sense, he will be able to blot out the entire PPC in a blink. I need an excuse to make him bolt instead.
Just be sure to get out of range before it's turned on.
It's called the Moron Beam. It's actually a tool used by lazy writers to make their characters inexplicably lose their heads as a plot device (I'm sure we can all think of examples of this), but I'm sure DoSAT can easily adapt it for you.

Moron beam should work on him, I think, considering the way you put it it sounds like Tawaki and co. don't have enough firepower to simply make him turn tail.
