Ask permission to add new(Non-Mission) elements into the Official PPC Canon?
If it's adding club, like the PPC orchestra for example, then I shouldn't think so. If, however, you want to alter the history of the whole organisation, then yes. You'd need to give more details on what you want to do before you get a proper answer, I think. I could be wrong; I'm just a humble midbie, but I don't think you've given enough information.
A new atagonist organization for the town in New Caledonia, which would explain some things(like the occasional bouts of unemployment, and provide some backstory for one of my future Agents. Said atagonist organization has already been mentioned in my Fanfic Land entries and one of Agent Tawaki's missions(this onehttp://community.livejournal.com/tawaki_ppc/7565.html). The organization's name is the Cult of the Smut Carver.
PS: If this is a bad idea, I'll gladly stop, especially if someone tells me that I'm beginning to resemble Fichunter.

If people have already used it, then I shouldn't think you need Permission. As long as you have a good explanation for why they're opposing the PPC, what they want to acheive etc. then it should be okay. It would probably be a good idea to wait and see what some of the more senior board members say, though.
Don't worry about sounding too outspoken. It's good to contribute positively, and you're doing so fine.
I'd send a copy of the essay I'm forming about them to you, but it's still a text document, ready to be deleted when the first sign of disapproval comes.
That's pretty dedicated, to me at least. I normally just type down whatever I can think of and then edit the result so it's vaguely readable. :P
You don't need to delete it, even if people don't agree. Being able to write essays is a pretty useful skill, and if you're proud of it, there's no need to banish it from your computer. If this is met with disapproval, which it hasn't so far, I'd keep the essay privately. I've got a load of WIPs which I could never show to the public, but that I often work on anyway.
You really don't have to do that. For the most part, most of the ideas in the PPC are just thrown out there with small details, which means everyone can elaborate on them at a later point or change this or that. Though I suppose it'd be useful for a Wiki page.

Nah, it's cool. I think for something like that, you'd have to see what everyone else on the site thinks. Exactly how would the CSC be antagonistic to the PPC?
The CSC usually sends cultists into the city to ambush people and force them to read bad squickfic, putting them into a coma. However, they're not above a bit of vandalism at times, especially when it comes to buisnesses like the Tour Prend Pion. They also dress in lavander, the better to traumatize agents.
