IIRC you can't add stuff like agent pages to the Wiki until you get Permission. I'm not sure, though.

I've been mostly lurking here for a while, trying to think up some agents to write missions with. Could I put up the basics here and get some sort of constructive criticism to see if they're ready to look for permission?
Have a Random Rocket Launcher! It's like a rocket launcher, except every shot you fire with it is different in completely random ways. It also comes styled to look like pretty much any rocket launcher from real life or any continuum, like Quake or TF2- the one I'm giving you being your choice, of course.
You are more than welcome to post your characters for concrit after we get to know you a little better. In the meantime, I suggest you read all the pages linked to at the top of the Board main page.
Also, yay, another Pokémon fan! Have some Berries, a Squirtbottle, and four tiny pots to grow new Berries in!

Welcome to the Board! Can you tell us a little bit about yourself? Fandoms, favorite foods, hobbies, that sort of thing? We like to know each other; we're really diverse and I promise we won't find anything you say out of the ordinary. ;)
Uh, sure! I introduced myself a long while back, but then real life took over and I've been off for ages. I'm in a bunch of fandoms--I generally read a lot, but the main ones are Harry Potter, Lord of the Rings, Pokemon, some Naruto although I've lost all hope in that series, and really a lot of others.
Other than that, I really like ice cream, I'm from the USA and am female, and I write and draw a lot (I am considerably better at the writing than the drawing). I was a badfic author at one point in my history, and would love sporking my own fic if I hadn't deleted it from everywhere it existed. It was BAD. I have a cat and he hates me. That's about it!

Anyway, since you're not new-new, I'll just give you this cup of ravenous Earl Grey tea. You can't have enough tea.
If people without permission start putting agent pages in the out-of-continuity section, would they be easy to move later?
But it does strike me as a bit backwards way of doing things. Why would you want to make an agent page before you have Permission? It's just as easy to make one after getting it and then you won't have to move anything.
Not to mention, that it happens regularly that new boarders ask for permission and are denied but told that 'Agent X needs to have her backstory fleshed out and you need to dial the psi-powers of Agent Y way back, then you can try again'. Then, in addition to rewriting their Permission request, they also have to update the agents' pages.

In fact, it's encouraged. It's easier to get concrit before you apply for Permission - it's certainly less hard than getting your request denied.
