Agent Wobbles, better known as Wobbles The Clown to the inhabitants of the Nursery, is a refugee from a particularly angsty Twilight badfic who renounced pretty much every negative emotion in favour of spreading the kind of manic joy that kids just love. Alas, she suffers from a serious medical condition called acute arcane technometaplasia, also known as Dresden's Disease, which makes technology she directly contacts act a bit weird. Or not work. Or work in a completely different way to the original function. Regardless, she's a happy-go-lucky soul who has been tasked with taking out Sues and wraiths in order to keep her budget for the children's television channel she runs for the Nursery, Wobblevision.
Agent Notary, DF (First Taxation-Related Intermediary of the Arcadian 7th District Council Reasonable Expenses Subcommittee, Spinel Promotor-elect of the Continuity Council of Gallifrey-In-Exile, Elected Most Likely To Be The Victim Of Violent Death At The Hands Of Their Spouse by the Dromeian Chapter, etc., etc.)
The Notary, on the other hand, is about as different from Wobbles as it's possible for a lifeform to get, with the possible exception of a Rimmer that somehow got worse. A stuffy, pompous, arrogant, mean-spirited bureaucrat who deserted Gallifrey when the Time War started getting really bad, she crash-landed in HQ after one too many collisions with a plothole left her TARDIS beyond repair and allowed her to be shanghaied for use as an agent. She wound up paired with Wobbles because the Marquis de Sod took a nearly-instant dislike to her, a trait shared by pretty much everyone she's ever met. Funnily enough, Wobbles is the exception, though how much that has to do with the clown renouncing anything nasty or sad in favour of happy happy joy joy is as yet unknown.

I've just realised something:
Agent Wobbles really could take out Robert The Destroyer in one punch. It's just that she also does this to anything more mechanically complex than the average spoon.
Oh, and the Notary is one of the most obnoxious people alive, but we already knew that. =]

Right. There are four - well, five - things we look for in a Permission Requester (is that a term? That's not a term).
-Interaction. Have you spent time getting to know the community? Er, yes, yes you have. No more to say there.
-Understanding of the PPC canon. Well, you know about Nursery (and that it's part of Operations), and the character of the Marquis (or current character, I should say - apparently J&A wrote him differently). I'm going to say yes to this one, too, on general evidence.
-The badfic (this is sort of a secondary check). It's not something I'd choose to take myself, and I'm about 85% sure it's a troll, but it's certainly a bad fic. If you think you can find the humour to make it worth a mission (remember, it's 'worth writing a mission', not 'worth killing'; lots of things deserve to die, but wouldn't be funny to read about), then I guess it's an okay choice.
-The agents. You already know I like the Notary; I also like Wobbles, though she's making me want to make a full schedule for Nursery TV, with pictures (I was the first person to mention it). So I think they're good, too (and Dresden's Disease makes me snort).
-The writing sample. This is the one I'm not so sure on. SPG is fine, of course. Your description seems okay, and character motivation seems to work too. The only concern I really have is that it reads like you're making massive changes to canon - and I have no idea whether it works, because it's not my fandom.
But... eh, no-one ever said this job would be simple.
I'm going to say Permission Granted, with the obvious proviso that - just like everyone else in the entire PPC - if you misinterpret or change something in the PPC canon, and people don't like it, you should be willing to edit your story to fit (as I keep doing, most recently when I had to give Admiral Pansy his accent back). But other than that - have fun!
Also, I guess this means the Spinel Promotor is a full member of the Continuity Council. Greeeeeeat... (Sorry, Morgan got in again there)

On the subject of the fic: the reason it reads like that isn't so much because I made changes to MLP canon as expanded on it. Earth pony backstory just... kinda gets ignored a bit, at least during series 1 and 2, during which time this fic was written. The stuff about trees comes from druidic traditions of worship, which I felt was fitting considering the material for the crossover is a folk song, and I tried to make it all hang together like the showrunners did. Hopefully I suuceeded, Iunno, but it did get featured on Equestria Daily so it can't be all bad.
I'm probably going to need a lot of help with this; first times always suck, in my experience. If anyone's willing to beta the Clown Girl and Time Lord Power Hour, I'd really appreciate it. =]

I was hoping you would ask for Permission soon. Like World-Jumper said, I've really enjoyed your contributions to the Continuity Council thread (and the Board in general, for that matter). ^_^ I would've granted it myself, only I was away for family matters when you posted. Looking forward to seeing what you do!

On the subject of the Nursery: Wobbles is not going to be too involved in it on-camera, as it were; rather, it's going to be backstory and an aid to character development. If the opportunity arises to use one of these characters then rest assured I will, but Wobbles' relationship to the Nursery is not essential to her character. What is, on the other hand, is represented by her relationship to the Nursery; she is one of the most loving, positive people you're likely to meet, and she cares deeply for children.
So what she'll make of -this- fic remains to be seen... -

I must admit, after reading that little piece with the Notary, I was wanting to see you get permission right then and there. You have some interesting stories to tell, and I look forward to your missions!
On another note, you got featured on Equestria Daily? Well done! Hs, just so you know, being featured on Equestria Daily means the fic is good, if not great. While there are exceptions, such as Rainbow Factory or Cupcakes, just about everything on EqD is goodfic.

We all do things like that occasionally. But seeing as how the Constitution is only worth the pixels it's printed on if everyone makes sure it's kept to, I try to point out what people do which brushes up against it - to keep it from becoming an issue later. :) There's no problem here.

Yeah, I've got an idea of how to deal with the wraith, but I'm more concerned with making sure that Agent Wobbles isn't too chaotic. She's a professional clown and children's television presenter, not bloody Pinkie Pie.
