Is anyone here really good at CSS? by

I'm learning it in the process of redesigning my website (it needs it, right?), and one of the things I really want is a good navbar. I've found tutorials for making a CSS navbar (here and here; most of the others I've looked at are variations on the latter), and although both demos work in my browser (Firefox), neither method works when I try to implement it in my own files, and I have no idea why. The appearance styling works great, but the submenus will not appear when I hover over the main menu. Even when I isolate the navbar code in its own .css and .html Notepad docs, nada, so I don't think my own CSS is at fault. I'm beginning to wonder if there's some sort of conspiracy to leave out a crucial element so noobs like me can't just grab the code and use it without fully understanding it. {= P
I'd love for someone experienced to take a look and see if they can tell what's going wrong. If you can help, please leave your e-mail address, and I'll send you my Notepad files.
Thanks,
