We never see what they actually do, only that Agents find them unpleasant. I'm thinking they generate a powerful, jarring sense of deja vu, due to a small "overlap" during the switch in which everyone in the fic is currently doing whatever it is they do, and simultaneously has just done it. Repeated tense shifts might cause Agents to:

be uncertain about their own place in time (sanity-harming);

actually become partially unglued in time (imagine trying to hold a conversation with a partner who responds to everything you say half a second before you say it!);

develop uncanny knowledge of the immediate past or future (of course, if they try to act on it, the Ironic Overpower would ensure that it works only to their detriment).
