1) I think Legendaries should be okay if Megas are okay. Legendaries are just as susceptible to being out-played as Non-legendaries. But, perhaps we should impose a limit? Maybe one Legendary per team allowed, and no Legendary Megas (those >700 base stats are scary),

Also, maybe no Rayquaza or Mewtwo. They've both been banned to the Uber tier in competitive play for a reason. Mega Rayquaza was even so powerful they had to make up a new tier just to ban it there.

2) I agree with Foofooman here. Megas are a great asset to several of my teams and the amount of new strategic possibilities they create makes them well worth using.

3) For the sake of being all-inclusive, I would suggest playing on Pokemon Showdown (for those who don't know, Showdown is Smogon's online Pokemon battle simulator). It's noticeably less pretty than the official games, but this way anyone can play, whether they've got a 3DS or not. We can even play with special rules or matches in generations all the way back to Gen 1. Plus, everyone can use Pokemon at the same level with ideal stats and ablities, no grinding necessary. There's even an in-built tournament functionality.

4) We could maybe have an unbiased party (an official tournament judge?) to determine match-ups for all the players. If not, I see no issue with randomization.

5) If we were to use Showdown, we'd not have to worry too much about connection cuts, which are rare (lag is a different story). But in the event that one does occur, perhaps we leave it to the judgement of the players or observers, if any are present?

6) Showdown also allows you to share replays of battles, complete with handy links that we can just copy and paste anywhere we like. Before that, though, anyone with the link to the battle can watch it as it happens, but if we're to have observers, we'll need some rules of conduct for them as well, yeah?
