Many roads on the fringes need to be portaled to to access them without cutting across fields or wilderness. The Rue Algernon Bogglish in the eastern part of the town, for example, is unpaved and is three sections that connect neither with each other nor with the main road grid. (One of these sections includes the west side of that eastern hill just north of an unpaved section of the Rue des Fleurs)
On the plus side: there are parks enough, there's enough work for everyone, and the Tiger Lily is doing its job.
