Many roads on the fringes need to be portaled to to access them without cutting across fields or wilderness. The Rue Algernon Bogglish in the eastern part of the town, for example, is unpaved and is three sections that connect neither with each other nor with the main road grid. (One of these sections includes the west side of that eastern hill just north of an unpaved section of the Rue des Fleurs)
On the plus side: there are parks enough, there's enough work for everyone, and the Tiger Lily is doing its job. -

Drawing on both the current MyMiniCity map and the Wiki page, I've thrown together a guide to the known locations in New Cal.
A Brief Guide to New Caledonia
It also includes a link to a 'street map' of the city, in Excel.
If you know of any other locations with either descriptions or addresses, do let me know and I'll add them. (I'm about to add C.A. Milverton's - For All Your Discreet, Personal NEEDS)

I was thinking the MSp was a proper stadium, but - by

- I know that would've been difficult to model since the MyMiniCity doesn't have stadium images. But just a note I thought I'd leave from when I made it up in case it was helpful.
(MSp = Multiversal Sportplex, obviously, but I was trying to save space.)

But there isn't one on the map right now, so yeah. Everything in the doc is located exactly where I said it is; that means if something doesn't exist on the map, I had to... improvise. Hence the hospital moving, for instance.
Also, a check of a larger MyMiniCity tells me two things:
-There appears to be no stadium model.
-Buildings can get really, really big:
Anyway, the Guide isn't necessarily canon; it's just fun.

... that no-one has at any time extended their job description to include the New Caledonia annex, and nor have they been asked to take care of it. In fact, they would vehemently oppose any proposal that they do so, since, quote, "It's bad enough fixing up inside HQ - at least corridors are narrow!"
The Nightshade, as Head of Operations, would also like to take this opportunity to highlight that despite multiple requests, her budget has never been expanded to account for New Cal. According to her, If the DIA, DoSAT, Finance, and even the rotting DOOCH are allowed a New Caledonia Branch, why in the multiverse will no-one grant one to Operations?
The Marquis de Sod was unavailable to comment, possibly due to laughing too hard.

PS: I assume from the 'plus side' that this is based off the current state of the MyMiniCity? I might work up a map again, it's been long enough. -
I know it's a joke, but why DOOCH? (nm) by

And because there's no list of departments that can't be improved by adding 'and DOOCH' to the end.
But okay, if you want an in-universe explanation, here goes:
There is a persistent rumour that the DOOCH has spent the past several years collecting out-of-character hobbit bit-parts and replacements, and releasing them 'into the wild' in New Caledonia. These hobbits, so the story goes, then began to delve holes in the surrounding hills, and set up farms and all the other accessories of rural life. In exchange for the DOOCH's help in keeping them hidden, the hobbits give all their spare food to the department, who sell it on (by way of a convoluted chain of front organisations) to the various restaurants in the city.
Certainly, it is true that no-one is quite sure who runs the farms, nor has anyone admitted to seeing anybody working the land. It is equally true that hobbits are adept at hiding from 'the Big Folk', and very fond of growing food. But proving the idea plausible does not make it true, so unless Agents Rohana and Celebduin can acquire actual evidence of their claims, they must remain simply a rumour.
