What war? How does you getting turned into a girl or a living slime creature count as an emergency? (I'm sorry those happened, of course, but...) How could your "date of doom" have possibly been 2002 when like half the agents around here joined after that date, including me, my partners, Falchion and company, Rina and her partners, that Desdendelle guy I keep hearing about, and Printworthy (among many others)?
And besides that, we've killed five legendary badfics just this year. FIVE. I don't think that's a sign of doom.
Last of all, since you asked: A scientific theory is a hypothesis with enough evidence to support it. It is not a fact; it's the scientists' explanation and interpretation of the facts. (Source here.) Therefore, your Catastrophe Theory is not a fact, and it's socially acceptable for me to say that I don't believe it. Which I don't. >:)

There was no such thing as an 'Emergency' before they were clamped down on. In fact, unless someone remembers differently, the only 'Emergencies' that got anyone upset were Tawaki's Macrovirus epidemic, and the Mary-Sue Invasion that followed immediately on its heels. The 'moratorium' was never intended to be permanent - it was a temporary thing to stop people trying to do more 'I can top that' things.
The definition Sambar is using is 'incident which seriously impacted the performance of the PPC or any individual department' (the latter is just there to catch Jay and Acy's 'Tangled Webs' mention). Yes, yes, July's body-swap RP is 'strictly voluntary' - but it still clearly hit most people, and it impacts the ones it didn't, by taking out Intelligence, FicPsych, the Board of Flowers... That same (lack of) difference applies to the Blackout (which was in exactly the same mold as the Invasion in '08) and, well, most things.
Yes, you can argue some of them away - but that's true of the ones before '08, too. There are also other things you could arguably add - Morgan's little meltdown, the Robecca(?) and Alumia exorcisms, and I'm sure there's a bunch of stuff I've forgotten about.
(Oh, and what happened in '02? Er... Jay and Acacia did! ^_~)
