The philosophy of less is more. If you want someone to be terrifying, keep him in the back. Never actually making appearances. Use the stories of the people suffering under him to build his ethos. Show the fear and desperation of Tek's people. But do not show your villain. Let your players imagination fill in the blanks.

That might be the best way to get fear and sympathy. Have NPC's explain the background. Have them tell his story, but you show the effects.

Just my two cents, but seeing as I have never played anything like D&D take it for what you will.
