I can see this also applying to hack games (say, Pokemon). Especially when they introduce new maps, storylines, et cetera.
Also, I don't see why technical aspects CAN'T be targeted. We target technical aspects (i.e. SPaG) in fanfic, why not target technical aspects (i.e. glitches) in mods and hacks?
Of course, the technical aspects can't be the only thing problematic, there has to be actual sues or Player-Sues involved.
I also see a special type of Crash Dummy used for this, one that is controlled remotely to mimic the player controlling his character.

As for your main question... I suppose? If you just got a copy of the script and used that, I don't see how it would be substantially different from a normal badfic, from an out-of-universe perspective. Obviously the agents would find it to be a unique experience. That said, it would definitely have to be ones that focused on the poor writing of the mod; criticizing other elements of mod design is slightly outside the scope of the PPC.
