As for your question, if it's a brand new Wikia you're talking about, we probably don't have anything to do with it, so I guess you can make and edit it without our permission. The permission thing is only for our own wiki and works within the PPC itself, and doesn't really extend to others. -

Um, I'm not actually sure what you're asking. While there is a PPC Wiki, we're not actually anything to do with Wikia ourselves, so we aren't anything to do with permissions on other wikis.
Unless you're asking for permission to feature PPC related characters on your wiki?

You need to get Permission first. That link should tell you all you need to know.
While you're here, mind sharing what brought you to the PPC? I'd assume, since you want to add to our Wiki, you're at least somewhat familiar with us. Have you read the Original Series? Any other spin-offs?
Also, if you're planning on sticking around and you haven't yet read them, may I point you towards the Original Series and the Constitution? They're pretty much the only required reading around these parts. Another useful resource you might use is the Wiki; if you have any questions, just look here before asking. -
