If she thinks the Flowers work for the IO, she might be a little suspicious, because Cyba and the IO have not always been on the best of terms.

Of course, this is assuming a Borg attending won't cause paranoia among the other agents present (or three, given that if Cyba's going, Sigma and Phi probably will, too).
