Actually, it's a shorter list to name the things Moon doesn't think are inherently suspicious.

I guarantee you that Zanna Ashlar would join every single secret society she came upon. She would love the Flower Paranoia Society, and come to every single meeting (partially for the SECRETS, and partially for the pie)
If she thinks the Flowers work for the IO, she might be a little suspicious, because Cyba and the IO have not always been on the best of terms.
Of course, this is assuming a Borg attending won't cause paranoia among the other agents present (or three, given that if Cyba's going, Sigma and Phi probably will, too).

She's not really into the Flower Conspiracy thing but she likes to poke around and collect information on whatever is happening in HQ. She's sort of like that one person in the back that goes :"Hey guys, mind if I hang around here? Whatcha doing?"
