Because it's completely unsatisfactory. No agent asking 'why do we have to go into the stories?' is going to accept 'because Legal said so' as a justification, which means that partners, trainers, and even Flowers are going to come up with their own explanations to try and shut them up. Every explanation you've ever heard - including mine - are theories intended to stop junior agents being annoying.

And because of the "things work how you believe they do" effect, those explanations are then true. If you've been told that you need to spend a lot of time in the story or else your timelines won't be sufficiently entwined - then it's true. If you've just been told the agents' presence disrupts Suvian powers, and that just dropping in at the end will leave you facing an all-powerful Suvian with complete control of the canon - then that's true (and gulp!).

The PPC defies attempts to be logical. We are the incarnation of "I reject your reality and substitute my own".
