I’m finding myself on both sides of the Sheen vs Fáelán debate. On the one hand, Sheen has a point; protecting canon is the agents’ jobs, so they have some responsibility to learn about the canons. But I also like Fáelán’s point, that he literally lived at Night Raven, and joined the PPC to get away from it. For him, that world is more defined by his own lived experience than by the events depicted in Twisted Wonderland. (Plus, if I found myself isekai’d into like, Narnia or wherever, and discovered that some author there had published “fiction” about my real world, I wouldn’t be particularly keen on reading it. I have REAL CENTAURS to talk to!) Meanwhile, Helena really has the healthiest outlook out of the three: learn new things, enjoy the sights, get some paint!

I would generally caution against establishing recruitment limits on a canon, since it potentially limits the options of future writers. I know Twisted Wonderland is a small fandom that no other boarder is currently interacting with, but it still feels a tad disrespectful. I know you wrote Fáelán as though he existed previously in canon, but of course, he didn’t really, and his recruitment didn’t remove anyone from Night Raven.
