...although Time Lords don't always regenerate looking human...and we've established, at least in the PPC, that the Elves come from a planet the Doctor knows about...hm.

My vote's for Misha Collins. What can I say, someone made amazing gifs of it, and it looks good. (Also, can't you just picture how much insanity he'd bring to the role? Only we'd lose him as Castiel, so maybe that's a bad idea...and he's not British, either, which might pose a slight problem.)
