Well, at least in Scotland, up to your fourth year in high school is mandatory, at the end of which you will be at least almost 16. Fifth year and sixth year are optional, but almost everyone will take fifth year at least because that's the year in which you do your highers and they are necessary to get into college or university on a full time course.

Assuming you make an application to join a college or university in your fifth year(at which point you could only be given a conditional offer which means they make a couple of expectations for your results which you MUST meet to get in, in sixth year your previous acheivements might merit you an unconditional offer) you could be in college or uni at age 17. This is not recommended, however... most places suggest you wait until the year you turn 18 to make an application, for numerous reasons.
