This doesn't look like it's authorized. It does look more like the Dawn/dusk scenario, where the author just decides to post a small unauthorized spinoff on ff.net and the ff.net people let it slide.

What made you think, though, that fic was not authorized?
That is Indemaat, she is known to us and she has permission. I wonder if this could have been avoided with a trip to the wiki.
When seen on first sight, it's hard to tell because people that don't have Permission will still credit Jay and Acacia.

That issue has been resolved; the author has put up a disclaimer for us. Either Neshomeh or I are going to update that wiki article... well, soon, and since I have a spare minute it might as well be now. 'Scuse me...
