... the PPC all belongs, when you get down to it, to Jay and Acacia. It was their idea. We've added stuff, sure, but the beginning was theirs. It wouldn't be, well, right to profit from it.

There's also the fact that the PPC is full of a) in-jokes and b) fandom stuff which would be illegal in published form. So a book would lose the purpose and most of the unique trappings (no one would use the Flowers, HQ, Makes-Things or Remote Activators, for sure)... it'd be easier just to make something not based on the PPC.
